The Procurement Service Inter-Agency Bids and Awards Committee is unlike any other BAC in other government agencies as the IABAC is composed of officials from the Department of Budget and Management, Department of Finance and Department of Trade and Industry. The PS Executive Director sits as Ex-Officio Member and client agencies sit as Ad-Hoc Members in the Committee. The IABAC is in charge of the procurement process and ensures that every procurement activity is carried out to completion in accordance with procurement rules and procedures. It is mainly responsible in determining and deciding on matters pertaining to every procurement undertaking- from procurement preparation to contract implementation. It has the responsibility of determining the eligibility of bidders, conduct examination and evaluation of bids, issue awards to winning bidders and, if applicable, impose appropriate sanctions to erring suppliers in accordance with guidelines. Through the IABAC, the efficiency and effectiveness of a centralized procurement system through the Procurement Service is maintained and assured.
